Yes. In Washington, well construction requires a water right or permit from WA Ecology, and the driller must file a Well Completion Report within 30 days. In Idaho, you'll need a permit from Idaho IDWR. Your licensed driller handles all of this — never hire someone who says permits aren't necessary.
